Climate Stewardship and Innovation Act (McCain/Leiberman)

From what I can discern, this act, though a watered-down version of what is really needed, is the best we have on the table. The act is basically a combination of a mandated greenhouse gas (GHG) emissions cap (2000 levels by 2010) and business friendly efficiency and innovation incentives.
